Annual GST Return (GSTR-9): Meaning, Who Files & Due Date

What Is an Annual GST Return?

Twelve months of filing does not close a financial year on its own.

An annual GST return is GSTR-9, a single yearly statement that pulls together everything a registered business already reported in its monthly or quarterly returns. Sales, purchases, tax paid and input tax credit claimed all go in one place for the whole financial year.

It adds no new tax on its own. What it does is put your year on record in one form, where a mismatch against the returns behind it becomes visible. Nothing in it is new information either: every figure should already exist in a return you filed months ago, which is exactly why a difference is worth chasing rather than typing over.

The form runs to six parts, and the ones that take the time are outward supplies, input tax credit claimed and reversed, tax actually paid, and a summary of what you sold grouped by HSN code.

What your turnover decides Up to Rs 2 crore Rs 2 to 5 crore Above Rs 5 crore Nothing to file GSTR-9 GSTR-9 and GSTR-9C
One number decides the whole obligation, and it is aggregate turnover across all your GSTINs.

Who Has to File It

The exemption used to be extended a year at a time, which kept everyone guessing. That stopped in 2025:

  • Up to Rs 2 crore: exempt, and Notification 15/2025-Central Tax of 17 September 2025 made that permanent from FY 2024-25 onwards.
  • Rs 2 crore to Rs 5 crore: GSTR-9 is compulsory.
  • Above Rs 5 crore: GSTR-9 plus the reconciliation statement in GSTR-9C.

That change is recent enough that older guidance still calls the exemption temporary, which is the usual hazard with GST updates.

Section 44 of the CGST Act is what requires the return at all. Turnover here means aggregate turnover on your PAN across every state you are registered in, not the figure for one shop. Composition dealers sit on a separate track and file GSTR-4 instead.

GSTR-9 vs GSTR-9C

Owners often assume the second form is just a longer version of the first. It answers a different question.

GSTR-9C is where a difference between what your accounts say and what you told the portal has to be explained, not simply reported.

Annual GST Return Example

Take a printing unit in Sivakasi closing FY 2025-26 with Rs 3.4 crore of aggregate turnover.

FieldWhat applies
TurnoverRs 3.4 crore across two GSTINs
FilesGSTR-9 only, being under Rs 5 crore
Due31 December 2026
Built fromTwelve of each return, having stayed on monthly filing rather than the quarterly QRMP scheme
Watch forCredit claimed in the books but never reported in GSTR-3B

Note: this is an invented example for illustration only. Your own thresholds and dates should be confirmed with your accountant.

What Filing Late Actually Costs

There is a reason the deadline sits in December. Corrections to a financial year can be made in the monthly returns only until 30 November following it, so by the time GSTR-9 falls due that window has already shut and the annual return is describing a year you can no longer amend.

The due date is 31 December following the financial year, and the late fee is not one flat number. Since Notification 07/2023-Central Tax it moves with turnover:

Up to Rs 5 crore, Rs 50 a day, capped at 0.04% of turnover in the state. Between Rs 5 crore and Rs 20 crore, Rs 100 a day at the same cap. Above Rs 20 crore, Rs 200 a day, capped at 0.50%.

The cap is what makes a delay survivable for a small filer and painful for a large one. Working from a GSTR-9 checklist is usually cheaper than the fee, because most of December goes on chasing figures rather than filling the form.

See the Year Before You File It

The annual returns we see go badly are not the ones filed late. They are the ones where nobody looked at the year until December, and a credit taken in March no longer matches anything.

Petpooja Invoice calculates GST on every bill and keeps tax payable, input tax credit and cash ledger balance in view as the year runs, with reports built for compliance and auditing.

Open the year in October, not the last week of December.

Frequently Asked Questions

Who is exempt from filing GSTR-9?

Businesses with aggregate turnover up to Rs 2 crore. Notification 15/2025-Central Tax of 17 September 2025 made that exemption permanent from FY 2024-25, so it no longer depends on a yearly extension.

What is the due date for the annual GST return?

31 December following the end of the financial year, unless the government extends it. For FY 2025-26 that is 31 December 2026.

Is GSTR-9C the same as a GST audit?

No. It is a reconciliation statement between your audited accounts and your filed returns, and it applies above Rs 5 crore of aggregate turnover.

Can I revise GSTR-9 after filing?

No. GSTR-9 cannot be revised once submitted, which is why the figures are worth checking against your books before you file rather than after.

Does a quiet year still need an annual return?

Only if aggregate turnover still crossed Rs 2 crore. Below that you are exempt whatever the year looked like, and a business with no turnover at all sits comfortably inside the exemption.
