What's Inside

Six sheets from the enquiry to the signed order

01

The Instructions Sheet

Four lines to read first, what each sheet does, six steps to fill the order, and what the workbook does not do, including deciding the place of supply.

02

The Order Form

Eight sections the buyer signs: seller, buyer and its GSTIN, the boxes with taxable value and GST, branding, delivery, the advance and balance, the dates that close the order, and signatures. A ninth holds the checks for you and stays off the printout.

03

The Delivery List

One row per address, with the recipient, State, box and quantity. It counts the boxes against the order and the rows going to another State than billing.

04

Before You Confirm

Twelve things to settle on the order, from the buyer's GSTIN and the hamper's tax to signing the terms before any money is paid, the box labels and deleting the delivery list.

05

A Worked Example

A made-up sweet shop's order of 120 boxes for a company with a branch in another State. Five of the ten checks flag something, and the example shows what each one says.

06

The Rule Reference

The GST text behind the tax checks in ten rows, from the IGST Act's place-of-supply clauses to the receipt voucher and the e-way bill rule, each with what it means for the order.

Raise the GST invoice for the order with Petpooja Invoice

Petpooja Invoice raises GST invoices with the tax worked out for you and generates the e-way bill, so the GST on each line of the order is worked out for you rather than by hand.

Why This Matters

Billed to one office, delivered to many

A walk-in customer buys a box and takes it home. A company's Diwali order is different: the office admin orders 300 boxes, the invoice goes to the head office, and the boxes go to branches, clients and staff homes, sometimes in three States. If the order was taken on a phone call, nobody can show later what was agreed.

The first question is whether the buyer is GST-registered. A registered buyer's GSTIN goes on your invoice. For a buyer without one, the invoice rules require the delivery address and its State once the taxable value reaches ₹50,000. Since 1 October 2023, the place of supply for an unregistered buyer is the address on your invoice, and CBIC's Circular 209/3/2024 says that where the billing and delivery addresses differ, it is the delivery address.

For a registered buyer sending boxes to its own people in other States, the answer is less settled. The IGST Act's bill-to-ship-to clause makes the place of supply the principal place of business of the third person on whose direction the goods are delivered. Whether a company that both pays and sends boxes to its own staff counts as that third person is a question for your accountant. The form does not decide it. It records the buyer's State and every delivery State, and tells you when they differ.

Three more questions come with the order. A hamper that mixes mithai with dry fruit or a brass diya may be a mixed supply, taxed at the highest rate in the box, or a composite supply taxed at its main item's rate; mithai under HSN 2106 is taxed at 5%. The advance needs a receipt voucher. And a large order can need an e-way bill for each consignment over the limit.

If you have already sent the company a price, our quotation format covers that step. Whether the company can claim back the GST on gifts is its own question, which our post on GST on Diwali gifts explains.

What each sheet gives you

Here's a preview of what you'll get inside, sheet by sheet, in the order they open.

Instructions: Four lines to read first, what each sheet does, six steps, and what the workbook does not do.
Order Form: For each box: what is inside, whether it mixes GST rates, quantity, rate, GST rate, taxable value, GST and total. Then branding, delivery, payment, dates and signatures, with the checks below the printed area.
Delivery List: For each address: recipient, phone, address, city, PIN, State, box, quantity, delivery date, whether it was delivered, and a check.
Before You Confirm: Twelve items with a status each, from the buyer's GSTIN to deleting the list once the order is paid.
Example: Boxes to a Mumbai branch on a Gujarat company's order read: Boxes go to a State other than the billing State. Confirm the place of supply before you invoice. The businesses are made up.
Rule Reference: Circular 209/3/2024: for an unregistered buyer, the delivery address on the invoice is the place of supply.
... all 6 sheets in one Excel file, with the formulas locked and the input cells in yellow.
Key Stats

Three numbers from the GST rules

₹50,000 taxable value

From this value, an invoice to an unregistered buyer must carry the delivery address and the name and code of its State.

5% on mithai

Sweetmeats under HSN 2106 are taxed at 5%. A hamper that adds other items has to be looked at as a whole before you price it.

1 Oct 2023

From this date, the place of supply for goods sold to an unregistered buyer follows the address recorded on the invoice.

Common Mistakes

7 Corporate Order Mistakes That Show Up on the Invoice

01

Taking the order on a phone call

The count, the box, the branding and the date live in someone's memory until the day a branch says it got nothing. A signed form settles it.

02

Not asking whether the buyer is GST-registered

It decides what the invoice must carry and how the place of supply is worked out. Take the GSTIN in writing with the order.

03

Invoicing without looking at the delivery States

Boxes going to a branch in another State can change the tax on the invoice. Confirm the place of supply before you invoice, not after the buyer's accounts team asks.

04

Pricing a hamper at the sweets rate

A hamper with a brass diya or a non-food item in it may be taxed at the highest rate in the box. Decide whether it is a mixed supply before you quote.

05

Billing delivery and branding as untaxed extras

Packing and anything you charge for before delivery are part of the value GST is charged on. Build them into the rate per box.

07

Accepting another State's order under composition

A composition dealer cannot make inter-State supplies of goods, and issues a bill of supply with no GST. Check the States before you accept.

FAQ

Frequently asked questions

Which State's GST goes on the invoice when Diwali boxes go to other States?
It depends on the buyer. For a buyer that is not GST-registered, the place of supply is the address on your invoice, and CBIC's Circular 209/3/2024 says that where the billing and delivery addresses differ, it is the delivery address. For a registered buyer, the IGST Act's bill-to-ship-to clause may make it the buyer's principal place of business, but whether that clause covers a company sending boxes to its own staff is not settled by the text. Confirm it with your accountant before you invoice. This page is general guidance, not tax advice.
Is GST charged on the advance for a bulk Diwali order?
Not for goods, for a seller on the regular scheme. Notification 66/2017-Central Tax moves the tax on goods to the invoice, so it is not paid when the advance arrives. You still issue a receipt voucher for every advance. The notification does not cover composition dealers, so check the advance with your accountant if you are under composition.
What GST rate applies to a Diwali hamper?
Look at the hamper as a whole. Mithai under HSN 2106 is taxed at 5%. The CGST Act's own example of a mixed supply is a package of sweets, chocolates, cakes and dry fruits sold for a single price, and a mixed supply takes the highest rate of any item in it. A composite supply takes the rate of its main item. Which one your hamper is, and the rate of each item, is worth confirming with your accountant before you quote. Our list of GST rates on sweets and festive food covers the common items.
Do I need an e-way bill for a corporate Diwali order?
For a consignment worth more than ₹50,000, including the tax, rule 138 requires one, unless the goods or the movement fall within the rule's own exemptions. The test is each consignment, not the whole order, and for movement within your State your State may set its own limit. Our e-way bill compliance checklist covers the rest.
Can a composition dealer take a corporate Diwali order?
Yes, within your own State. A composition dealer cannot make inter-State supplies of goods, so an order that turns out to be an inter-State supply is one to check before you accept it. You charge no GST and issue a bill of supply. The boxes still need their food labels; our sweet box packaging and labelling checklist lists them.
