Bakery and Sweet Shop Bill Format in Excel, with GST and Your FSSAI Number (2026)

A counter that sells sweets by the kilo, cakes by the piece and a cold drink on the side is billing three GST rates at once, and every bill has to carry your 14-digit FSSAI number. This free Excel looks each item up in your own price list, works the GST out of your prices and gives the bill the right title. Updated November 2026.

  • Your FSSAI number printed on every bill, as FSSAI requires
  • Each item at its own rate: 5%, nil or 40%, from your price list
  • An invoice-cum-bill of supply when parathas and cake share a bill

Why This Matters

What a sweet shop's bill has to carry

Every bill a food business gives out has to carry its 14-digit FSSAI licence or registration number. The FSSAI order names mithai shops among the businesses whose number customers could not see, and it has been enforced since 1 January 2022.

Then the GST. Cakes, biscuits, rusks, sweets, namkeen, chocolates and ice cream have all been at 5% since 22 September 2025. Parathas and pizza bases are nil, and sweetened fizzy drinks are 40%. Our list of GST rates on sweets and festive food covers 33 items.

Nil and taxed items would normally need a tax invoice and a bill of supply. For a walk-in customer, Rule 46A lets one "invoice-cum-bill of supply" cover both. For walk-in sales under ₹200, you need not give a bill unless the customer wants one, but the sales go into a consolidated bill at the end of the day. Our cash memo format has that day-end sheet.

This workbook keeps your rates in one price list, so the person at the counter picks the item and the bill gets the HSN, the rate and the title right.

Common Mistakes

7 Billing Mistakes Sweet Shops and Bakeries Make

01

Leaving the FSSAI number off the bill

FSSAI requires the 14-digit number on every bill and cash memo. The Bill prints it, and its check list flags a missing or wrong number before you print.

02

Charging cakes and biscuits at 18%

Cakes, pastries and biscuits moved to 5% on 22 September 2025. Our post on new GST rates on food lists what changed. A billing setting from before then is out of date.

03

Taxing parathas and pizza bases

Paratha, parotta, other Indian breads and pizza bread are nil under the exemption notification in force from 22 September 2025. Check they are not still taxed on your bills.

04

Putting a soft drink at 5%

Sweetened or flavoured aerated drinks are at 40%. Keep them on their own line with their own rate, which the Item List does.

05

Calling a mixed bill a tax invoice

A walk-in bill with nil and taxed items can be one invoice-cum-bill of supply under Rule 46A. A bill of only nil items is a bill of supply.

06

Billing counter sales as restaurant service

For ice cream parlours, CBIC said selling already made goods without cooking is a supply of goods, not restaurant service (Circular 164/20/2021). In our reading the same holds for ready sweets sold across the counter. If you also serve food to eat in, ask your accountant how to bill that part.

07

Weighing the box with the sweets

Weigh the sweets before they go in the box, or take the box's weight off. Our sweet box checklist covers packing, labels and dates.

FAQ

Frequently asked questions

What should a bakery or sweet shop bill include?
Under Rule 46 of the CGST Rules, among other things: your name, address and GSTIN, a bill number and date, the HSN code, description, quantity, taxable value, the rate and amount of GST, and a signature. As a food business you add your 14-digit FSSAI number, which a customer can look up on FSSAI's portal, as our guide to checking an FSSAI licence explains. This page is general guidance, not legal or tax advice.
What is the GST rate on sweets, cakes and namkeen?
5% for each, from 22 September 2025: sweets (sweetmeats), cakes, pastries, biscuits, rusks, namkeen, chocolates and ice cream are all in Schedule I of Notification 9/2025-Central Tax (Rate). Parathas and pizza bases are nil, and sweetened aerated drinks are 40%. Check anything else with our HSN code finder.
Do I have to give a bill for every small sale?
Not for a walk-in sale under ₹200 where the customer does not ask for one. Section 31(3)(b) of the CGST Act and Rule 46 then require a consolidated invoice for those sales at the close of each day. Our cash memo format has a day-end sheet for it.
Can parathas and cake go on the same bill?
Yes, for a customer who is not registered. Rule 46A allows a single invoice-cum-bill of supply for taxable and exempt goods sold to an unregistered person. For a registered customer, give a tax invoice for the taxable items and a bill of supply for the exempt ones.
Is a sweet shop's sale a restaurant service?
On CBIC's reasoning, selling ready-made sweets and bakes across the counter is a sale of goods. For ice cream parlours, its Circular 164/20/2021 said that selling already made goods, without cooking, is a supply of goods and not a service. If you also cook and serve food to eat in, that part can be restaurant service; ask your accountant.
