Expense Reimbursement
Meaning, Types & How It Works
4 min readExpense reimbursement is the repayment an employer makes to an employee for money already spent from their own pocket on a business activity, backed by a bill or receipt that proves the spend happened.
What Is Expense Reimbursement?
Suppose your store manager takes an auto to a supplier’s godown in Hadapsar, pays Rs.340, forwards the receipt on WhatsApp, you add it to next month’s salary. That is expense reimbursement. Doing it without a paper trail, though, creates PF, ESI, and TDS headaches that surface during audits.
Reimbursement is not an allowance. For example, a fuel allowance of Rs.2,400 hits the salary slip every month whether the employee drives anywhere or not; a fuel reimbursement only pays back the Rs.1,870 actually spent on petrol last Tuesday, pump receipt attached. The EPFO treats these very differently for PF-eligible wages.
How Does Expense Reimbursement Work?
Across 30,000+ Attendo clients, the cycle we see follows six steps.
| Step | What happens | Who |
|---|---|---|
| 1. Spend | Pays from personal funds | Employee |
| 2. Document | Collects bill or receipt | Employee |
| 3. Claim | Submits with proof within deadline | Employee |
| 4. Verify | Checks if genuine and within limits | Manager |
| 5. Approve | Signs off | Dept head |
| 6. Reimburse | Credits via payroll or bank transfer | Finance |
Most companies give 30 to 45 days to file. Miss it, and the claim lapses.
Section 10(14)(i) of the Income Tax Act exempts reimbursements incurred wholly in performing duties. Travel, fuel, telephone, uniform, outstation meals: all exempt with a bill. Medical reimbursement is different; that Rs.15,000/year exemption vanished from FY 2018-19, and many payroll teams in Tier-2 cities still carry the old component.
What Does an Expense Reimbursement Look Like?
Take Ramesh, area manager at a QSR chain in Coimbatore (RS Puram, Gandhipuram, Peelamedu, Saravanampatti). Probably logs more kilometres on his bike than the delivery riders. His March 2026 claim:
| Category | Details | Amount (Rs.) |
|---|---|---|
| Fuel | 14 inter-outlet visits, petrol receipts attached | 4,870 |
| Telephone | Postpaid bill, 60% business usage as per policy | 1,290 |
| Travel | Day trip to Erode for vendor meeting, bus + auto | 1,640 |
| Meals during travel | Lunch and tea during the Erode trip | 380 |
| Stationery | Printed audit checklists for inspections | 270 |
| Total | 8,450 |
Bills uploaded by April 3rd. Approved April 5th. Rs.8,450 showed up on his April payslip with zero PF or ESI deduction because every rupee had a receipt behind it.
Why Does Expense Reimbursement Matter for Indian Businesses?
Tax treatment. That is the single biggest reason to care. Genuine reimbursements backed by bills fall outside gross salary for PF, ESI, and TDS under Section 192. Label a fixed component “reimbursement” without receipts, and the EPFO reclassifies it as wages: back-dated liability, interest, penalties. At Petpooja we’ve seen this bite businesses that grew fast. A hospital in Mangalore, a manufacturing unit in Raipur, a retail chain with 10 store managers: each racks up Rs.5,000 to Rs.12,000 in monthly claims. Without a system, finance sorts through WhatsApp photos of crumpled receipts on the last working day.
How Does Attendo (formerly Petpooja Payroll) Handle Expense Reimbursement?
Attendo lets employers set up custom reimbursement heads in the salary structure so each component gets the right statutory treatment. Employees file claims on the mobile app, managers approve from the admin dashboard, and the amount lands on the payslip. We’ve seen businesses cut their cycle from 12 days to 3. Frequently Asked Questions
Is expense reimbursement part of salary or separate?
Depends entirely on whether bills back it up. With genuine receipts, reimbursements sit outside gross salary for PF and ESI. Without receipts, Income Tax treats it as an allowance.
Are expense reimbursements taxable in India?
Not if the employee submits valid proof. Section 10(14)(i) exempts reimbursements incurred wholly for performing duties. Drop the bills, and the amount flips into a taxable perquisite under Section 17(2).
What is the difference between reimbursement and allowance?
Rs.3,000 labelled “conveyance allowance” hits your salary slip every month whether you commute or not; you keep whatever you don’t spend. Reimbursement only pays back what you actually spent, receipt in hand. Allowances carry fixed exemption limits under Rule 2BB; reimbursements are exempt to the extent of documented spend.
Can an employer reject a reimbursement claim?
Yes. Missing bills, expenses outside policy, late claims, inflated amounts. A La Pino’z Pizza franchise in Coimbatore we work with caps fuel claims at Rs.6,500 per month for area managers; anything above needs the ops head’s sign-off.
Do reimbursements count for PF and ESI calculation?
They shouldn’t, provided the amounts are genuine and receipts exist. The EPFO and ESIC look at whether it’s a regular wage component or a one-off payback. Tag them correctly in the statutory breakup.
What if the employee loses the bill?
Tough spot. Most companies accept a self-declaration (date, vendor, amount) counter-signed by the manager, but usually only under Rs.500. Larger claims need a duplicate bill from the vendor or a UPI screenshot.
